Phase I Environmental Site Assessments 

Client: Partner Engineering and Science, Inc.
Locations: Various
Duration: June 2020 to Current
Project Description: Performing frequently complex Phase I Environmental Site Assessments (ESAs) at various locations on a contractual basis. Phase I ESAs typically involve identifying UST, AST, LTANKS, LUST, and LUST TRUST sites, as well as other potential environmental impact sources and receptors in the property transfer process.

Lead Management

Client: Park County, Colorado
Location: Former Pit 9 Ranges, South Park Ranges, Fairplay/Como, Colorado
Duration: August 2013 to Current
Project Description: Currently working directly with Park County, Colorado, involving the closure of a former outdoor multipurpose firing range and management of a second active multipurpose range near Como, Colorado. Technical services included the development of a Sampling and Analysis Plan, Standard Operating Procedures, and field forms, and included groundwater monitoring well installation at both sites. Currently performing annual soil, sediment, and groundwater sampling.


Phase I, II, and III Environmental Site Assessments

Project Description: Currently performing Phase I, II, III Environmental Assessments at Park County-owned properties in Fairplay, Colorado.


Groundwater Monitoring Well, Soil Vapor Monitoring Point Modification/Relocation/Abandonment, Client Liaison

Location: Fort Carson, Colorado
Duration: August 2014 to December 2020
Project Description: Provided sole environmental consulting services for multiple large hangar construction projects values at up to $60M. Services included groundwater monitoring well relocation, modification, and abandonment, and listed waste management. Conifer also represented the clients in discussions with State and Federal regulatory entities.

 
Environmental Impact Report/Finding of No Significant Impact

Location: Red Cliff, Colorado
Duration: June 2019 to June 2020
Project Description: Prepared an Environment Impact Report (EIR) and recommendation for a ‘Finding of No Significant Impact’ (FONSI) for a private client which was submitted to Eagle County, Colorado.

Project Description: Providing environmental consulting services for petroleum-based spills at various locations throughout Colorado. 

 
Orphan Underground Storage Tank Closure 

Client: Owner of Former Fuel Retail Station 
Location: Monte Vista, Colorado
Duration: May 2015 to January 2016
Project Description: Provided environmental consulting services for property owner of former fuel retail site. This site recently became the eighth in the State of Colorado to qualify for the Colorado Department of Labor and Employment, Division of Oil and Public Safety (OPS) Petroleum Cleanup and Redevelopment Fund and the second in the State to receive funding under this program. The site was granted ‘No Further Action’ (NFA) status by OPS on December 7, 2015.

 
Borrow Material Sampling

Location: Fort Carson, Colorado, Pueblo Chemical Depot, Pueblo, Colorado
Duration: As-needed basis, since 2014
Project Description: Providing borrow material characterization services.

 
Corrective Measure Implementation 

Client: Summit Technical Resources, Inc. (Summit)/US Army Corps of Engineers (USACE)
Location: Building 3192, Fort Carson, Colorado
Duration: August to October 2013
Project Description: Field Manager/Site Safety and Health Officer for a petroleum-contaminated soil excavation project. Included soil sample collection and report preparation.

 
Leaking Underground Storage Tank Closure

Client: Summit/USACE
Location: Building 980, Fort Carson, Colorado
Duration: August to September 2013
Project Description: Prepared a combination Monitoring and Remediation Report/Request for NFA at a former OPS-regulated retail fuel site. The site was granted NFA status on September 23, 2013.

 
Stormwater Pollution Prevention Plan (SWPPP) Inspections

Client: Komada, LLC
Location: Leo/Grace Lake Dams at Farish Memorial Recreational Annex, US Air Force Academy, Colorado
Duration: July 2012 to June 2013
Project Description: Performed bi-weekly stormwater inspections and updated the SWPPP at a multiple dam repair project for the Air Force and USACE. 


Environmental Consulting and Media Sampling, Client Liaison

Client: Tepa EC, LLC
Location: EAB Company Operations Facility, Fort Carson, Colorado
Duration: August 2011 to January 2013
Project Description: Provided environmental consulting services during construction of the EAB Company Operations Facility. Services include supporting Tepa EC in discussions and correspondence with OPS and Colorado Department of Public Health and the Environment, and conducting compliance documentation and reporting, AST Transfer-of-Ownership, and soil and groundwater sample collection.


Fuel Product Extraction

Client: Summit/USACE
Location: PCMS POL Point, Model, Colorado
Duration: September through October 2011
Project Description: Performed enhanced fluid recovery utilizing a variety of field techniques in response to a gross fuel release. 


UST/AST Compliance Support

Client: Summit/USACE
Location: Fort Carson, Colorado
Duration: June 2011 to January 2012
Project Description: Performed monthly/annual compliance inspections on 212 aboveground storage tanks (ASTs) and 24 underground storage tanks (USTs) at Fort Carson and PCMS, redesigned and updated the UST/AST databases, revised the Fort Carson Spill Prevention, Countermeasures and Control Plan, drafted technical documents including Standard Operating Procedures and Memoranda of Agreements between various military agencies.

 
Groundwater Monitoring Well Installation and Development

Location: Various Colorado/Wyoming Locations
Duration: June 2010 to Current
Project Description: Serving as lead geologist and technical consultant for various clients at multiple Colorado/Wyoming during ongoing subsurface investigations. Activities included borehole advancement and logging, groundwater monitoring well installation and development, and technical reporting.
